ICZM Project Review

I took an on-site review of the World Bank Assisted ICZM (Integrated Coastal Zone Management) Project insofar as it relates to DSDA (Digha Shankarpur Development Authority). Project Dirctor Subrat Mukherji, Executive Officer DSDA Sujan Datta, Project Management Consultants I-Win, PHE Engineers and others were present. The project consists of Water Drainage, Sewerage System, Solid Waste
management, Beachfront Development and Hawker Rehabilitation, upgradation of marine aquarium, biodiversity conservation etc, involving a total project cost of about Rs. 73 crores. This is being implemented by various departments of the government. Insofar as components being done by DSDA, about 65% achievement was achieved. There were a number of co-ordination issues such as dovetailing beachfront development with embankment work of Irrigation Department and that between drainage and sewerage works. Many issues were resolved after site visits.

The hawker rehabilitation stalls are being built in Old Digha. Here is a photo:

We selected the design of the Digha Gate in 2012. Chief Planner of Hidco Prasanta Bhattacharya was the Chairman of the selection panel. The design chosen can be seen at my post at  http://principalsecretarysblog.blogspot.in/2012/05/digha-gate-led-street-light-wildflowers.html . Here is what I discovered at ground yesterday while entering Digha:

    It's really nice to see the Gate of Digha under construction. Congrates to the architects and DSDA team.
    We are still in expectation to see the DSDA taking some initiative towards the NEW DIGHA GATE as well, whose architectural drawings were supplied to DSDA in Sept2012, and structural design is ready since 2013 Jan, unfortunately even after writing about 8-9 letters to DSDA (some with a copy to you too) DSDA couls not take the initiative toward the vetting process from JU, We had spoken, approved designs etc. and kept everything ready so that whenever DSDA approaches the vetting can be done immediately, yet we neither get any reply to our letters nor our bill for architectural drawing are cleared after almost 20 months.
    We are sure, if you were still the chairman things would have been different.
    Please do delete this if you fill inappropriate but kindly take our case in your able hands so that our so much effort to design a challenging and unconventional design gets realized and New Digha too gets the design (meanwhile in several conventions in Nepal, Bangladesh, Kochi and Schools in Nashik, W.B. etc this design got a lot of appreciation from experts, and most importantly you also had liked it a lot).
