Tourism PPP

We had the meeting on "Tourism and Related Infrastructure" at Writers' Building yesterday. This was a follow-up on CM's meeting at Town Hall on 16th. FICCI, CII, PwC, ILFS and few potential investors participated. More than half a dozen Secretaries were present.
We discussed about a framework for Tourism in the PPP mode.

    I am a great admirer of your work and vision and it makes me feel
    safe to see new town booming under your supervision. Though I
    would bring in some light on the fact that syndicates are going
    beyond control and today's telegraph has published an article on
    how one of the most sought-after projects (Elita Garden Vista) in
    Newtown is manhandled by these syndicate hooligans. Here is the

    JnNURM to cover several new cities

    Sir, just for my knowledge, generally, what is State Govt's co-funding required for projects under JNNURM - 30% or 50%? or does it depend on the type of the project?

    Apart from JnURM, one way I saw lot of infrastructure activity at Pune through central funding by organizing some mega sports event. Lot of funding came and visible development happened when Youth Commonwealth Games were organized at Pune (see this link on infrastructure improvement budget (50% central funding) for this). Can some such international sports event at Kolkata and Bengal be pushed which may help infrastructure?

  4. @Atanu:I am equally concerned. We are in touch with the police. With help from all around we must stop this.

    @Avick: In JnNRUM, there are 4 components and state share varies from 35% to 80%.
    You may suggest what can be done in the Bengal context, but it should be a more than a wish list

  6. HIDCO issued directions to stop the issues related to Syndicates. There is a related report at today's Anandabazaar. It may take a while (report talks about few recent incidents and initial resistance from Syndicates), but we all hope this will help the situation soon with political and administrative support at top. Some quote from ABP quoting Mr. Sen says-

    রাজ্যের নগরোন্নয়ন-সচিব তথা হিডকো’র চেয়ারম্যান দেবাশিস সেন এ দিন বলেন, “আমরা কঠোর হাতে সিন্ডিকেট-রাজ বন্ধ করার সিদ্ধান্ত নিয়েছি। এই পরিস্থিতি চলতে দেওয়া যায় না।” দেবাশিসবাবুর আশ্বাস, প্রশাসনিক স্তরেইতিমধ্যে কিছু ব্যবস্থা নেওয়া হয়েছে। হিডকো’র তরফে পুলিশের সঙ্গে যোগাযোগ রাখা হচ্ছে। পুলিশও আশ্বাস দিচ্ছে, সিন্ডিকেটের বিরুদ্ধে অভিযোগ এলেই ব্যবস্থা নেওয়া হবে।
    বিধাননগর কমিশনারেটের পুলিশ কমিশনার রাজীবকুমারের কথায়, “সিন্ডিকেটের নামে অভিযোগ জানাতে চাইলে ভয়ের কিছু নেই। পরিচয় গোপন রাখতে চাইলেও অসুবিধে নেই।”
